RFI for UNOPS - eLMIS systems

UNOPS has released a Request for Information (RFI) to learn more about the current market availability of eLMIS systems and associated tools. The OpenLMIS global team will be submitting the RFI on behalf of OpenLMIS.

Hi Tenly,

Thank you for sharing this. I’d be interested to hear who comprises the “OpenLMIS Global Team” mentioned. A couple of years ago, there was a discussion of creating a separate 501 © (3) entity for OpenLMIS, to be run by the community. Has that process completed in the background? And would this entity prime the activity, using the resources of the community members? Whose services are being marketed, and does the community have a role in reviewing/approving submissions that are made on behalf of OpenLMIS?

I may have missed one governance call, so apologies in advance if some of these discussions have already been started, but it seems that the composition of the Global Team and this team’s mandate would be key decisions for the Governance Committee to take up. It would be beneficial for us to draft a clear MOU between the organizations that make up the community to guide our collaboration, if you could add this to our next meeting agenda.

Hi Mattias,

Thank you for your message. The OpenLMIS Global Team is currently comprised of VillageReach staff funded through the BMGF grant funding for OpenLMIS. This team is responsible for core software development, community management, and OpenLMIS advocacy. The mandate for these activities comes from the BMGF grant to VillageReach.

As you mention, there is a desire to eventually spin this team off from OpenLMIS into a separate 501 © (3) for OpenLMIS. As such, we are striving to keep this group as independent and focused on the overall needs of the OpenLMIS community as possible. This is why we have referred to this team as the OpenLMIS Global Team – to reflect their role in supporting the initiate – rather than just saying “the VillageReach team.” This team could include funded staff from other orgs in the future, even before a 501 © (3) is formed.

RE an MOU among members of the community, we have discussed priorities for the Governance Committee in 2016 both at the January and February committee calls. Governance structure was one of the items on the list. If a priority of the community is to focus on getting MOUs in place, we can absolutely support this. As a next step, I will share out a poll to each organization to define their 2016 governance committee priorities prior to the next governance meeting.

Specifically regarding the UNOPS RFI, the goal of my email was to let everyone know about this opportunity and invite collaboration – apologies if this wasn’t clear. Since this is just an RFI and there is no committed work, our perspective was that this item is worth a response to let UNOPS know about OpenLMIS, but not too much effort. The RFI is structured so that an organization needs to reply, and due to this we are replying to the RFI as VillageReach. This doesn’t imply anything on priming any potential work. Our goal here is to increase the number of stakeholders who know about OpenLMIS and may become part of the OpenLMIS community and funding pool. Any other organization is also welcome to reply. If JSI or anyone else is interested in replying to the RFI, please do.
