Styleguide for Reference UI

Hi everyone!

Today we finished style guide. It is published to openlmis-requisition repository. There is also README.md which describes how to run style guide. I think the next step will be moving this into openlmis-ui repository as soon as it will be created. We will be grateful for your opinions. Please let us know if there is anything missing.
